Bestuurstaal en beleid

Administrative language: beleidskader, draagvlak, uitvoering

C1 · Advanced · ≈ 26 min

Memos from ministries, municipal decisions, and letters from the provincie are written in a special language — bestuurstaal. In it, inzetten op means “to plan”, draagvlak means “to get people to agree”, and borgen means “to ensure it doesn't fall apart”. The Dutch themselves make fun of this language, but everyone has to read it: at work in an organisation, at an inspraakavond in their neighbourhood, or in the news about the municipal council.

The municipality has a new policy paper on loneliness among older people. The policy framework is broad, but the objective is concrete: in four years the number of lonely over-75s must fall by a quarter.

One of the spearheads is meeting people in the neighbourhood. The municipality is focusing on neighbourhood living rooms and wants to facilitate volunteers. First it wants to map out, per district, how many older people live alone.

Residents and stakeholders could contribute through public consultation. A senior citizens' association submitted a written response: without transport to the neighbourhood living rooms the plan won't work. There's broad support, but implementation will be difficult.

So there will be an integrated approach, together with health and social care. In two years the alderman wants to evaluate the policy. The question is whether the effect can be secured once the subsidy stops.

How decisions are made in the municipality

Bodies and instruments
DutchEnglishRole
de gemeenteraadmunicipal councilelected by residents, makes key decisions and supervises
het college van B&Wmunicipal executivemayor and aldermen, implement decisions
de wethouderaldermana member of the municipal executive, responsible for a portfolio: housing, transport…
het raadsvoorstelproposal to the councilthe executive proposes, the council decides
de motiemotion, resolutiona request from the council to the executive to do something
het amendementamendmentchanges the text of the proposal itself
het coalitieakkoordcoalition agreementa plan by parties that govern together
een motie aannemen / verwerpento adopt / reject a motionDe motie werd met ruime meerderheid aangenomen.

The difference that even native speakers confuse: an amendement changes the text of the decision itself, while a motie only asks the municipal executive to do something. Legally, the executive doesn't have to comply, but politically a motion is hard to ignore.

Gesprek — Na de inspraakavond

Nora is talking to a municipal employee after a consultation evening about the new parking plan.

  1. Wouter

Wat vond u van het plan?

What did you think of the plan?

  2. Nora

Eerlijk gezegd begreep ik de helft niet. Wat betekent 'we zetten in op deelmobiliteit'?

Honestly, I didn't understand half of it. What does “we zetten in op deelmobiliteit” mean?

  3. Wouter

Dat we meer deelauto's en deelfietsen willen, zodat er minder auto's in de straat staan.

That we want more shared cars and shared bikes, so that fewer cars are parked in the street.

  4. Nora

En wordt er nog iets met de reacties van bewoners gedaan?

And is anything still being done with residents' responses?

  5. Wouter

Zeker. Zonder draagvlak stemt de raad er niet mee in. U kunt ook schriftelijk een zienswijze indienen.

Certainly. Without support, the council won't agree to it. You can also submit a formal written response.
