Politics and governance

B2 · Upper intermediate · ≈ 26 min

News about politics is hard to understand not because of difficult words, but because of the system: in the Netherlands, a coalition governs, decisions are prepared by the college, and the raad debates with it. Without this framework, words like motie, coalitieakkoord, wethouder remain noise. Let's break down both the system and the words.

In Alex and Nora's municipality there's an uproar about a plan to build on a park: two hundred homes are planned. The opposition on the council is fiercely against it.

During the public consultation residents can give their views. Nora speaks on behalf of the neighbourhood. Then comes the debate. A councillor from a small party group tables an amendment: half of the park must stay green.

A motion is also tabled: the alderman must first look into another location. In the vote the amendment is passed, but the motion is rejected.

The plan was in the coalition agreement, so the coalition came under heavy pressure. At the next elections the turnout in the neighbourhood was remarkably high.

The place where ordinary people most often encounter politics is inspraak and bezwaar: the right to express an opinion before a decision and to object afterwards.

Motie and amendement are often confused. An amendment changes the text of a law, while a motion is an instruction or request that is not legally binding.

Gesprek — Inspraakavond in het dorpshuis

Residents are discussing a plan to redevelop the city centre.

  1. Wethouder Berkhof

The municipal executive has drawn up a proposal; the council decides in March.

  2. Alex

Can residents still have any influence, or is it already a done deal?

  3. Wethouder Berkhof

U kunt tot 1 februari inspreken. Daarna gaat het naar de commissie.

You can submit your views until 1 February. After that, it goes to the committee.

  4. Marjolein

And what if the council adopts it anyway while the neighbourhood is against it?

  5. Wethouder Berkhof

Then you can object to the decision. That's a separate procedure.

  6. Alex

Is there a party group that wants to amend the plan?

  7. Wethouder Berkhof

Two parties are preparing an amendment regarding parking spaces.

  8. Marjolein

Dan komen we naar de raadsvergadering. Die is openbaar, toch?

Then we'll come to the council meeting. It's open to the public, isn't it?
