Geld, belasting en toeslagen

Money, taxes and benefits

B1 · Intermediate · ≈ 27 min

Dutch bureaucracy communicates with you through letters, and almost all of them are about money: aangifte — tax return, toeslag — benefit, aanslag — tax assessment, terugvordering — repayment demand. The words are similar, but the consequences are different. This lesson is about not confusing them.

In March Alex and Nora file their income tax return. They log in to the Tax Administration; a lot of information is already filled in. According to the calculation they'll get 300 euros back.

But in July a letter arrives about their rent allowance. Nora has started working more, so their annual income was higher than in the provisional calculation. A reclaim follows: they have to pay back 640 euros.

They don't have that much money in one go, because their fixed costs are already high. They can only just make ends meet. Alex calls the Tax Administration and asks for a payment plan: eighty euros a month.

Nora thinks the calculation isn't quite right. She can lodge an objection within six weeks, and she already asks for a postponement of the first payment. And from now on they'll report any new income straight away.

The tax return must be filed vóór 1 mei (before 1 May) for the previous year. If you can't make it, you can ask for uitstel — postponement; this is done online in a minute and is almost always approved.

3. Benefits

De toeslagen
ToeslagFor whatDepends on
de zorgtoeslaghealth insuranceincome and savings
de huurtoeslagrentincome and rent amount
de kinderopvangtoeslagchildcareincome and hours
het kindgebonden budgetchild allowanceincome and number of children
de kinderbijslagchild benefits (for everyone)children's age

Kinderbijslag comes from the SVB; the others come from Belastingdienst/Toeslagen. All toeslagen are provisional: they are paid based on your estimated income and then reconciled with reality.

4. The language of financial letters

Common phrases
Zin uit de briefWhat it means
U heeft recht op …you are entitled to…
U moet nog betalen: € 120you need to pay extra
Het bedrag wordt overgemaaktthe amount will be transferred
Wij hebben uw gegevens gewijzigdwe have updated your details
U kunt bezwaar maken binnen zes wekenyou can object within 6 weeks
Betaal vóór de vervaldatumpay by the deadline
Bij niet-betaling volgt een herinneringif you don't pay, a reminder will follow
een betalingsregeling treffento arrange an instalment plan

If you can't pay, don't ignore the letter. A phone call and a request for a betalingsregeling almost always resolve the issue; silence leads to an aanmaning — formal demand for payment and then to incasso — debt collection.
