Debat in de gemeenteraad

Debates in the municipal council: procedure and interruptions

C1 · Advanced · ≈ 28 min

Municipal council meetings are broadcast online, and their language is a genre all its own: Ik geef het woord aan …, via de voorzitter, een punt van orde, een toezegging. Listening to them is useful for anyone who wants to understand how decisions are made in the Netherlands. In this recording, the opposition demands an answer from an alderman, and the chair ensures that the dispute does not turn into a quarrel.

  • Question 1: What does Karin demand?
  • Question 2: How does the alderman answer the first question?
  • Question 3: Why does Ton raise a punt van orde?
  • Question 4: What exactly does the alderman promise at the end?
  • Question 5: What will happen if the promise is not enough?

Point of order

Meeting formulas
FormulaWho speaksMeaning
Ik geef het woord aan …chairgives the floor
Mag ik interrumperen?council memberasks permission to interrupt
Kort graag.chairallows, but asks for brevity
Via de voorzitter …anyoneformally addresses the chair, not the opponent
Een punt van orde.council membera point of order, not substance
Genoteerd.chairnoted, we'll decide later
Ik zeg u toe dat …aldermanpromise, it's recorded
Ik overweeg een motie.council memberthreatens to table a motion if there's no answer
Ik sluit de beraadslaging.chairdiscussion closed, moving to a vote

Via de voorzitter is not a polite addition, but a rule: it's not customary to argue directly with each other in the chamber. This keeps the argument focused on the matter at hand.

A promise or an excuse

How to tell the difference
PhraseIt's an…Why
Er is geen sprake van haast.excusean evaluation instead of an answer to the question
Het is uitgebreid besproken in de commissie.excusedoesn't answer what was asked
Het is wat het is.excuseacknowledges the problem and changes nothing
Ik zeg u toe dat we een bewonersavond organiseren, vóór 1 december.promisethere's an action and a deadline
De tarieven worden pas daarna vastgesteld.promisethere's a sequence and a condition

The check is simple: what will be done, who will do it, and by when. No deadline means no promise; in the council, this is called een toezegging zonder datum.
